has introduced amendments to Articles 17 and 18 of the Law of Ukraine &#8220;On Architectural Activities&#8221; concerning the regulation of professional certification issues for performers of certain types of work (services) related to the creation of architectural objects.<\/p>\n<p>The specified decree provides for the professional certification of responsible performers of certain types of work (services) related to the creation of architectural objects (hereinafter &#8211; Performers), such as architects, design engineers, technical supervision engineers, and experts.<\/p>\n<p>According to the specified decree, all responsible performers of certain types of work (services) related to the creation of architectural objects, namely: architect, design engineer, technical supervision engineer, and expert, must undergo professional certification for the following types of work (services) related to the creation of architectural objects:<\/p>\n<ul>\n<li aria-level=\"1\"><b>Development of urban planning documentation.<\/b><\/li>\n<\/ul>\n<ul>\n<li aria-level=\"1\"><b>Architectural and engineering-construction design.<\/b><\/li>\n<\/ul>\n<ul>\n<li aria-level=\"1\"><b>Expertise and inspection in construction.<\/b><\/li>\n<\/ul>\n<ul>\n<li aria-level=\"1\"><b>Technical supervision.<\/b><\/li>\n<\/ul>\n<p>Responsible performers of certain types of work (services) related to the creation of architectural objects (hereinafter &#8211; performers), such as architect, design engineer, technical supervision engineer, and expert, who have received higher education at the specialist or master&#8217;s educational-qualification level in the direction of professional certification and have at least three years of work experience in the specialty, or who have not received such education but have at least ten years of work experience in the field of urban planning.<\/p>\n<p>A qualification certificate is a document of an established form confirming the performer&#8217;s compliance with the qualification characteristics of professions and their ability to perform certain types of work (provide services) related to the creation of architectural objects as specified in the document and pertaining to the following types of work (services):<\/p>\n<p><b>Architect:<\/b><\/p>\n<ol>\n<li aria-level=\"1\">Architectural volume design<\/li>\n<li aria-level=\"1\">Development of urban planning documentation<\/li>\n<\/ol>\n<p><b>Design Engineer:<\/b><\/p>\n<ol>\n<li aria-level=\"1\">Engineering-construction design in terms of:\n<ul>\n<li aria-level=\"2\">construction production technology<\/li>\n<li aria-level=\"2\">estimate documentation<\/li>\n<li aria-level=\"2\">performing engineering surveys<\/li>\n<li aria-level=\"2\">engineering-construction road design<\/li>\n<li aria-level=\"2\">ensuring mechanical resistance and stability<\/li>\n<li aria-level=\"2\">ensuring energy efficiency<\/li>\n<li aria-level=\"2\">compliance with fire safety requirements<\/li>\n<li aria-level=\"2\">ensuring operational safety, noise protection<\/li>\n<li aria-level=\"2\">ensuring life and health safety of people, environmental protection<\/li>\n<\/ul>\n<\/li>\n<\/ol>\n<p><b>Expert:<\/b><\/p>\n<ol>\n<li aria-level=\"1\">Expertise of project documentation in terms of:\n<ul>\n<li aria-level=\"2\">ensuring energy efficiency<\/li>\n<li aria-level=\"2\">compliance with fire and technogenic safety requirements<\/li>\n<li aria-level=\"2\">ensuring mechanical resistance and stability<\/li>\n<li aria-level=\"2\">expertise of road project documentation<\/li>\n<li aria-level=\"2\">performing engineering surveys<\/li>\n<li aria-level=\"2\">ensuring operational safety and occupational safety requirements<\/li>\n<li aria-level=\"2\">ensuring noise protection<\/li>\n<li aria-level=\"2\">ensuring life and health safety of people, environmental protection, and sanitary-epidemiological well-being of the population<\/li>\n<\/ul>\n<\/li>\n<li aria-level=\"1\">Expertise of the estimate part of the project documentation<\/li>\n<\/ol>\n<p><b>Technical Supervision Engineer:<\/b><\/p>\n<ol>\n<li aria-level=\"1\">Technical supervision of building and structure construction<\/li>\n<li aria-level=\"1\">Technical supervision of road construction<\/li>\n<\/ol>\n<p>For conducting professional certification, the Performer submits an application to the Commission for professional certification, indicating their surname, name, patronymic, passport, and contact details. The application should be accompanied by:<\/p>\n<ul>\n<li aria-level=\"1\">copies of the passport and taxpayer registration card (not required for individuals who, due to religious beliefs, refuse the taxpayer registration card and have informed the relevant state tax service and have a note in their passport);<\/li>\n<li aria-level=\"1\">notarized copies of:\n<ul>\n<li aria-level=\"2\">educational documents;<\/li>\n<li aria-level=\"2\">employment record book;<\/li>\n<li aria-level=\"2\">documents of advanced training according to relevant programs in the direction of professional certification;<\/li>\n<\/ul>\n<\/li>\n<li aria-level=\"1\">a brief report on the performer&#8217;s professional activities and\/or creative achievements.<\/li>\n<\/ul>\n<p>The Performer may also submit other documents confirming their professional specialization, qualification level, and knowledge (in particular, state awards, titles, diplomas of urban planning and architectural competitions, documents on scientific achievements, recommendations from two certified performers or a professional organization in the relevant direction).<\/p>\n<p><b>Citizens eligible for professional certification are those who:<\/b><\/p>\n<ul>\n<li aria-level=\"1\">have received higher education at the specialist or master&#8217;s educational-qualification levels in the direction of professional certification and have at least three years of work experience in the specialty;<\/li>\n<li aria-level=\"1\">have not received higher education at the specialist or master&#8217;s educational-qualification level in the direction of professional certification, but have at least ten years of work experience in the field of urban planning.<\/li>\n<\/ul>\n<p><b>The procedure for obtaining a qualification certificate consists of two stages:<\/b><\/p>\n<ol>\n<li aria-level=\"1\">Advanced training according to relevant programs in the direction of professional certification.<\/li>\n<li aria-level=\"1\">Professional certification (obtaining a qualification certificate).<\/li>\n<\/ol>\n<p>Citizens who have received the appropriate qualification certificate can perform certain types of work (services) related to the creation of architectural objects without the corresponding license, have a personal seal, and are responsible for the quality of the work (services) they perform as defined by the qualification certificate and provided for by legislation, building norms, standards, and rules.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Law of Ukraine &#8220;On Regulation of Urban Planning Activities&#8221; has introduced amendments to Articles 17 and 18 of the Law of Ukraine &#8220;On Architectural Activities&#8221; concerning the regulation of professional certification issues for performers of certain types of work (services) related to the creation of architectural objects.
