Opening Enforcement Proceedings<\/h3>\n<p data-start=\"10197\" data-end=\"10311\">First, it is necessary to obtain the enforcement document and submit it to a state or private enforcement officer.<\/p>\n<h3 data-start=\"10313\" data-end=\"10367\">Step 2.
