Overview of Legal Changes for Importing Vehicles for the Armed Forces – How Lawmakers Aim to Regulate the Process

Why These Changes Were Needed

In wartime conditions, supplying the Armed Forces of Ukraine with vehicles is critically important. However, the import process for military-use vehicles is often hindered by bureaucracy and legal uncertainty.

In response, Ukrainian lawmakers and the government have introduced a number of legal reforms to simplify and regulate the import of vehicles for military use.

Key Legislative Changes

1. Temporary State Registration of Humanitarian Vehicles

On October 29, 2024, the Cabinet of Ministers of Ukraine adopted Resolution No. 1235, which regulates the registration of vehicles recognized as humanitarian aid for military purposes. These vehicles are now subject to temporary state registration.

To register a vehicle, the following documents must be submitted to the Ministry of Internal Affairs service center:

• Act of transfer and acceptance

• Electronic humanitarian aid declaration

2. Expanded List of Entities Allowed to Import Vehicles Duty-Free

Since January 23, 2024, a new law has taken effect that broadens the list of entities allowed to import vehicles without paying customs duties. These now include:

• Charitable foundations

• Public organizations

• Military units

This significantly accelerates vehicle delivery for the Armed Forces.

3. Restrictions on Recipients of Humanitarian Vehicles

As of December 1, 2023, vehicles can only be imported as humanitarian aid exclusively for the Armed Forces of Ukraine.

Conditions:

• Vehicles must be transferred to specific military units or personnel

• Transfer must occur within 90 days of import

4. Simplified Humanitarian Cargo Declaration Procedure

Until April 1, 2024, it is permitted to submit a paper customs declaration directly at the border checkpoint. After this date, electronic pre-declaration becomes mandatory.

• To enhance transparency

• To improve import efficiency and monitoring
