    The first step in the process of immigration to Ukraine and obtaining a permanent residence permit is obtaining an immigration permit, which is the foundation for further acquiring resident status.

    Ukrainian immigration law defines two main categories of applicants:

    • Those who apply within the established quota;
    • Those who apply outside the quota.

    Every year, the State Migration Service of Ukraine sets quotas for immigration applications for various categories and distributes them across all regions of the country. However, applicants eligible for immigration outside the quota can submit their applications throughout the year without quota-related restrictions.

    Obtaining an immigration permit is the first step in the process of obtaining a permanent residence permit in Ukraine.     Following the introduction of new procedures for submitting documents and document management at the migration service, as well as the implementation of electronic application submissions, the personal presence of the applicant during document submission has become mandatory. The completion of this procedure through an intermediary or by proxy is no longer possible, as fingerprinting of the applicant is conducted and entered into the system during the document acceptance.

    After obtaining an immigration permit, foreign nationals who legally reside in Ukraine have the right to submit documents for a residence permit within a year, once again undergoing fingerprinting.

      Within 15 working days after submitting the documents, the foreign national receives a permanent residence permit. Temporary residents without legal status at the time of obtaining the immigration permit must leave Ukraine. For countries with a visa regime for entering Ukraine, it is necessary to obtain a type D001-immigration visa before submitting documents for permanent residence. For countries without a visa regime for entering Ukraine, it is required to arrive with a new 90-day entry corridor.

      To obtain an immigration permit to Ukraine, it is necessary to present a set of documents, including three photographs, a copy of the identity document, a document confirming the place of residence (if necessary, we provide registration in Kyiv along with all supporting documents), information about family composition, a copy of the marriage certificate if the applicant is married, and a document confirming the right to immigrate and the fact that the person does not suffer from chronic alcoholism, substance abuse, drug addiction, or infectious diseases.

      The application for an immigration permit is submitted personally by the foreigner, but in case of significant circumstances (illness, natural disaster), it can be sent by mail or by a representative with a notarized power of attorney. For minors and incapacitated persons, their representatives submit the documents.

      An important condition is the presence of a notarized consent from one of the parents if the other parent is immigrating to Ukraine with their mutual child. Additionally, depending on the category of foreigners, the application may include a document confirming their right to obtain an immigration permit and a certificate of no criminal record if the foreigner resides permanently outside Ukraine.
