One of the most common issues businesses ask us about is the reservation of employees (mobilization deferment). We will explain this process and clarify how many employees of your company or organization may be eligible for reservation.
The mobilization bill introduces new categories of citizens eligible for reservation:
- Members of Parliament and their assistants;
- Beneficial owners of critically important enterprises;
- Public servants involved in legislative analysis or in maintaining ICT systems of the Verkhovna Rada and the Cabinet of Ministers.
Overall, reservation may be granted to employees of the following structures:
- State authorities and local self-government bodies;
- The media and cultural sector;
- Enterprises assigned mobilization tasks;
- Manufacturers of goods for the Armed Forces;
- Companies producing or repairing military equipment and ammunition;
- Other institutions that are critically important for Ukraine’s economy.
A general rule applies to all enterprises: no more than 50% of military-liable employees may be reserved, and the reservation is issued for a period of six months, after which it must be renewed.
