Consular registration is a complex set of measures carried out by Ukraine’s diplomatic missions abroad to collect and systematize information about the residence or stay of Ukrainian citizens outside the country, for subsequent inclusion in the relevant databases of the Ministry of Foreign Affairs of Ukraine.

This registration is indefinite, but every 10 years, individuals need to update their data at the Ukrainian Embassy.
According to the legislation, consular registration guarantees the right of Ukrainian citizens to legality and protection of their interests abroad, providing them with necessary support and assistance if needed.
The conditions of war make permanent consular registration extremely popular, as under martial law, a Ukrainian citizen with a consular registration stamp has the right to cross the state border using their Ukrainian foreign passport. The procedure for leaving for permanent residence abroad can be obtained at the migration service authorities at the person’s place of residence within Ukraine. If the person is not registered in Ukraine, they cannot use this service.
The result of this procedure is obtaining permission to leave for permanent residence abroad. Based on this decision, one must deregister from military records, change the place of registration, and obtain a certificate from the tax authorities about departure for permanent residence (with a document indicating the absence of tax debts during the specified period with the stamp “PRP (Permanent Residence Permit) abroad”).
After fulfilling all the requirements set by the migration service regarding leaving for permanent residence abroad, appropriate stamps about departure for permanent residence abroad (indicating a specific country) are affixed to the Ukrainian citizen’s passport (both foreign and internal).
