Critical infrastructure includes facilities that are essential for the stable functioning of society and the country’s economy. These include defense-related facilities as well as those that provide vital services and ensure connectivity.
Among them are:
- power plants,
- water supply systems,
- food production and storage facilities,
- major transportation hubs,
- telecommunication networks,
- medical institutions,
- and other key facilities.
Ensuring the safety and uninterrupted operation of these facilities, both under normal conditions and during emergencies such as martial law, is one of the state’s priority tasks.
Ukraine can fund the war only within the limits of its economy, which is why the ability of businesses to operate and pay taxes is just as important for victory as the state’s ability to mobilize people into the army.
The reservation system is intended to maintain a balance between the army’s need for personnel and the need to support economic activity. However, it does not always operate ideally and at times raises concerns in society, occasionally leading to scandals.
In general, enterprises may be classified as critical infrastructure if they meet at least three of the following seven criteria:
- the total amount of taxes and fees paid during the previous year exceeds the equivalent of 1.5 million euros (about 59.34 million UAH);
- the amount of foreign currency inflow, excluding loans and borrowings, for the previous year exceeds 32 million euros;
- the enterprise is included in the list of state-owned companies that are strategically important for the economy and national security;
- the enterprise has significant importance for the economy or for meeting the needs of the local community (criteria are set by sectoral ministries or local governments);
- there is no outstanding debt for the payment of the unified social contribution (USC);
- the average salary at the enterprise exceeds the regional average salary for the fourth quarter of 2021;
- the enterprise is a resident of “Diia.City”.
Slightly more favorable reservation rules apply to employees of medical institutions, government bodies, and local authorities, as well as to companies in certain industrial sectors, including the defense industry and the energy sector.
