In modern Ukrainian society, it is common practice to use a taxpayer’s identification card, which plays an important role in accounting and registration of citizens with financial obligations to the state’s budget and funds. Formerly known as the Individual Taxpayer Number (ITN), now both terms are used simultaneously. Foreigners arriving in Ukraine are required to obtain the document corresponding to the current legislation.
The identification code (number) of a foreigner may be required for various purposes, including:
- establishing a business in Ukraine,
- opening a bank account,
- making investments,
- participating in the companies’ founding documents,
- issuing power of attorney or entering into notarized civil agreements,
- obtaining a work permit in Ukraine, and other situations.
The procedure for obtaining or making changes to documents for foreigners is established by the State Tax Service depending on their place of residence or income’s receipt. This means that the place of issuance can be any point within the territory of Ukraine. The document or its duplicate is issued within five days without the need to pay state fees or other administrative charges.
To obtain the identification code for a foreigner, the following set of documents must be submitted to relevant authorities:
- Application of the person who will be issued the identification code (registration card according to form 1DR).
- Copy of the passport or other identity document.
- Certified translation into Ukrainian and its copy (not required for persons with residence permits or temporary residence in Ukraine).
- Tax identification number.
- Exact transcription of passport data.
- Addresses of residence and birthplace.

In case the recipient is a minor, the following additional documents must be provided:
- Copy of birth certificate and its notarized translation.
- Copy of one of the parent’s passport and its notarized translation.
- Residence permit in Ukraine (if available).
If the foreigner doesn’t plan to apply to the tax authority personally, it is also necessary to provide a notarized copy of the power of attorney in the name of the representative who will act on their behalf in the tax authorities.
