Procedure for Registering Public Organizations
The founders of the organization can be not only citizens of Ukraine but also foreigners, stateless persons who are 18 years old, and residing in Ukraine. All participants in public organizations must be legally capable, not be legal entities, and not have sanctions or suspicions of terrorism.
Stages of Creating a Public Organization (PO):
- Founders’ Meeting, formalized by a meeting protocol. The protocol contains a list of all meeting participants, the decision to approve the charter, the name, the election of the leader, the determination of persons authorized to perform registration actions, and other issues.
- Preparation of the Charter of the public organization, which should include the name of the PO, directions and goals of activities, reporting procedures, appeal of decisions, powers of governing bodies, procedures for making changes to the charter, sources and procedures for receiving funds, rights and obligations of participants, and other issues.
- Submission of Documents to the executive authorities at the location of the PO. Documents must be submitted no later than two months after the decision to create the PO.
- Decision on Registration is made within seven working days regarding the registration of public organizations, document revision, or refusal of registration. The basis for refusal may be violations of the Constitution or the law “On Public Associations” in the charter or meeting protocols. To register a public organization with the Ministry of Justice registration body, the leader or authorized body must provide the following mandatory documents within two months:

- Application for registration in a specific form
- Two copies of the PO charter
- Original protocol of the general founding meeting
- Information about the governing bodies and their representatives (date of birth, full name, contact details, and other information)
- Extract from the tax, trade, banking, or judicial register if necessary
