Features of Media Registration
The main law regulating the activities of mass media is the Law of Ukraine “On Printed Mass Media (Press) in Ukraine.” The founder of a printed media outlet is the person who established it. Media Registration Procedure
Registration can take no less than 30 days.
The standard procedure includes several stages:
- Preparation of documents, including the original application and power of attorney; for individuals, a passport and the applicant’s registration number are required; for legal entities, the charter and an extract from the Unified State Register (EGR).
- Provision of information about the name, print volume, distribution area, legal address, and subject matter of the publication.
- Submission of documents to the state body, represented by the Ministry of Justice or its territorial body.
- Accompaniment throughout the procedure until a decision is made.
- Payment of the state fee and issuance of the Certificate of Registration of Printed Media.
For nationwide Ukrainian distribution, the state fee will be 50 non-taxable minimum incomes of citizens. Charitable publications intended for free distribution are exempt from this fee.
It is also possible to register a website as media, allowing it to operate online in compliance with the law. The website will not be held responsible for comments on materials that violate laws.
When registering media of an advertising nature, where advertising constitutes more than 20% of the website’s area, the fee can increase fivefold.

Можно ли зарегистрировать онлайн — СМИ и сколько это стоит ?
Здравствуйте Антон, на данный момент законодательством Украины не предусмотрена процедура регистрации онлайн СМИ. Большинство онлайн СМИ регистрируют печатную газету, а для удобства работы выставляют график тиража – 1 раз в год с минимальным тиражом.

Здравствуйте Георгий, данной требование на данный момент является законным согласно п. 8 ст. 12 ЗУ “О печатных средствах массовой информации (прессе) в Украине”, однако в случае отсутствии у вас каких либо счетов в банках как учредителя СМИ вы можете указать, что счетов у вас как учредителя СМИ нету. Однако они могут перепроверить эту информацию.
В интернете прочитал, что при регистрации СМИ в Заявлении мне нужно указывать связанных со мной лиц, типо детей, жены и других родственников, скажите я всех должен перечислить ?
Здравствуйте Сергей, действительно в ст. 12 ЗУ “О печатных средствах массовой информации (прессе) в Украине” указано, что в Заяве о государственной регистрации печатного средства массовой информации в случае если одним из соучредителей (совладельцев) печатного средства массовой информации является физическое лицо, то нужно указывать связанных с ним, учредителем или учредителем, связанных лиц, однако нет обязательства указывать всех, по практике достаточно указать хотя бы одно лицо и рекомендуем указывать жену, совершеннолетних детей или в случае их отсутствия одного из родителей.

Здравствуйте Марк, после получения свидетельства о регистрации вашего СМИ, вам важно не забыть про ст. 33 ЗУ “О печатных средствах массовой информации (прессе) в Украине” и один из экземпляров своего СМИ (контрольный экземпляр) вы должны бесплатно направить, хотя бы 1 раз, а лучше постоянно направлять в регистрирующий орган и учредителю (-ям) СМИ для того, чтобы свидетельство о регистрации СМИ не потеряла законную силу.
