Features of Employing Foreign Citizens
When an employer uses the labor of foreigners or stateless persons, the employer is obliged to obtain a work permit for the foreigner in Ukraine for the required period of work.
A work permit is a document that confirms the right of a foreigner to work at a specific workplace and in a certain position. If several positions or companies are planned, a separate permit document is needed for each of them.
There are cases when highly qualified specialists can hold several positions at once. This is possible, but provided that the contract period does not exceed the term specified in the permit itself.
Who does not need to obtain a work permit in Ukraine:
- Employees of emergency rescue services
- Foreigners with permanent residence permits
- Employees of foreign company representations who are employed based on a service card
- Other workers provided for by international agreements or laws of Ukraine
- Professional athletes, arts workers, and performers
- Employees with official refugee status
- Foreigners under temporary protection or asylum
- Media, fleet, and aviation employees
- University lecturers and scientific workers
- Persons involved in international technical assistance projects
- Clergy working for religious organizations
Employment with a residence permit in Ukraine proceeds the same as for Ukrainian citizens. It is allowed to combine the main job in the position indicated in the permit and work for a temporarily absent employee. Such work should not exceed more than two months (60 calendar days) during a year.

What documents are needed for the employment of a foreigner in Ukraine:
To obtain a permit document for a foreigner, a whole package of necessary documentation must be provided:
- Application of the established form (indicating the position according to the national classifier of professions that this citizen applies for, information about the foreigner and the employer, and the term of the permit)
- Copy of the foreigner’s passport translated into Ukrainian, notarized
- 1 photo of the foreigner size 3.5 x 4.5 cm
- Copy of the draft contract or employment agreement, certified by the employer (the employment contract must specify the position, main rights and duties, salary amount, conditions, and work schedule, and most importantly, that all provisions of the contract comply with the current labor legislation of Ukraine)
Prepared documents are submitted to the Employment Center or another authority authorized to accept documents from the applicant (Administrative Services Centers). The review will take at least a week, after which the employer is notified and within 10 working days pays the fee for the issuance of the work permit, after which the work permit form is issued to the foreigner in Ukraine.

For what period is the permit issued and how much does it cost?
The validity period of the permit document will depend on the category of foreigners to whom it is issued. For example, a period of three years is allotted for special categories and seconded foreign workers, while for others the permit is issued for only one year, after which it will need to be renewed.
For refugees and persons needing additional Ukrainian protection, the permit will be absolutely free. The cost of the permit for other foreigners will depend on the period of work:
- 2 subsistence minimums for up to 6 months of work
- 4 subsistence minimums for 6 to 12 months
- 6 subsistence minimums for 1-3 years
